It took over 20 years. By that time nobody but the family members of the victims noticed. I don't think it did anything to deter crime
By executing both those people they were prevented from offending repeatedly. THAT'S a deterent.
You mention it took 20 years.That is not an argument against deterent; it is an illustrative argument AGAINST indefinite appeals.

Ecclesiastes 8:11 says ," Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil.
