This entire discussion is clouded by the false doctrine of Original Sin and the even worse doctrine of Total Depravity. We come into this world entirely free from sin. To say that we come into this world saved is true but perhaps not the best description. We are born into this world with a spirit formed in us by God. That spirit is alive, being free from any sin. Our spirit dies,, that is we become dead, in our trespasses and sins (Col 2:13). That is why we need to be reborn, i.e., regenerated, born again. With respect to Jesus' part in all of this, He has done everything that was needed for one, anyone, to be regenerated. He gave Himself as the ultimate sacrifice for the whole world. Hebrews 7:27 says (ESV)"He has no need, like those high priests, to offer sacrifices daily, first for his own sins and then for those of the people, since he did this once for all when he offered up himself." He has no need to do it again. So in that sense, Jesus has indeed already reconciled us and the whole world unto God. But that is not the end of it. There is the need for the sinner, dead in his trespasses and sins, to be made alive again, that is, to be regenerated. He needs his spirit, dead in trespasses and sins, to be reborn. That happens when God forgives his sins. It turns out that when the sinner is reborn, he gets more than just having his sins forgiven; the Holy Spirit takes up residence in him, he receives the indwelling Holy Spirit. Being forgiven of his sins and being given the gift of the indwelling Holy Spirit is salvation.
