Rear Adm. Timothy Ziemer abruptly departed from his post leading the global health security team on the National Security Council in May 2018 amid a reorganization of the council by then-National Security Advisor John Bolton, and Ziemer’s team was disbanded. Tom Bossert, whom the Washington Post reported “had called for a comprehensive biodefense strategy against pandemics and biological attacks,” had been fired one month prior.
It’s thus true that the Trump administration axed the executive branch team responsible for coordinating a response to a pandemic and did not replace it, eliminating Ziemer’s position and reassigning others, although Bolton was the executive at the top of the National Security Council chain of command at the time.
Legum stated in a follow-up tweet that “Trump also cut funding for the CDC, forcing the CDC to cancel its efforts to help countries prevent infectious-disease threats from becoming epidemics in 39 of 49 countries in 2018. Among the countries abandoned? China.” That was partly true, according to 2018 news reports stating that funding for the CDC’s global disease outbreak prevention efforts had been reduced by 80%, including funding for the agency’s efforts in China.

Yes, he never takes responsibility for anything he bungles. He actually blamed Obama for not having COVID-19 tests ready even though this virus didn't exist on Obama's watch. Many other nations quickly got tests up and running. Trump had no idea how to handle that, because he fired the people who did know how.

So that was a lie, too. Epidemiologists weren't opposed to the travel ban; they merely told Trump that it wasn't going to be enough. But of course, Trump wouldn't listen, and tens of thousands of Americans died because of his incompetence. There is much more, but I don't suppose it matters to you.
That's the problem. He can't get it into his head that he isn't. So he issues one impotent ukase after another, to no effect. He's supposed to be a leader.
And he has no idea how to do that.
I suggest you re-read posts 443 and 445. They outline the lies and the misinformation out out by the Democrats and the media. Trump did not disband the team. He changed the make up of the team. It was still there under a different office. It wasn't gone like the Dems would have you believe.

Trump was heavily criticized by the media and Democrats for the travel ban. Have you forgotten? Now Biden agreed that bans wouldn't stop it. Trump was ALREADY doing what Biden said he would do. Read the articles.
So you criticize Trump for acting like a dictator and the turn around and say he should have acted like a dictator? What kind of not nonsense is that? Trump is not a dictator. He can't lock down the country. Each state is responsible for that. That's how our country works. Some did some didn't. Each state government is responsible for their own state. Trump doesn't have the authority to shut down the entire nation.
