No, actually He did not.
God sovereignly gave man free will and because of that He allows man to make his own decisions. It' known as sowing and reaping.
God is not mocked, whatsoever we sow is what we reap (Gal 6:7,8)
They got themselves in that mess which would not have happened if they had been walking with the Lord as they should.
Read through the old testament and you'll see they got themselves in a lot of messes.
You say I'm blaming the victims saying they are at fault and are the ones doing wrong.
You are blaming God saying He is at fault and He is the one doing wrong by not saving them!
Think about that! It's not even possible for the Lord to do anything wrong!
So when things go bad, it's NOT His fault they went bad. When man is disobedient, man is causing his own trouble, not God.
