"By their fruit you will know them!" It's that simple.
The fertile soil (the heart of an individual that God has prepared), receives the seed (Gospel) and continues to nourish that seed with the Word of God, so that it matures to the point of producing good fruit. The other's produce either no fruit or fruit that is not good. A bad tree cannot produce good fruit.
So the only soil that produces good fruit is the fertile soil. In this soil, prepared by God, we are born again. And these are the only individuals that go to Heaven.
Getting excited for short period of time, with skepticism and doubts that never seem to get resolved (because you never get serious about the Word), doesn't cut it.
God draws all men to Himself, but not all men fully believe. Could be their hearts aren't prepared yet and they need more preparation, so maybe later on in life it will happen ... or not! The LIGHT shines on our sins and they are exposed to us. The godly sorrow for our sins in part dissolves our resistance to God and enables us to draw near to Him for cleansing. He knocks and we open the door to enlightenment. We become persuaded that His Way is true and so choose to follow it, we're all in. We become hungry for the Word and this becomes our path.
The others never really get hungry, they don't really see that need for cleansing ... they remain in denial of their sins, nor have they really asked to receive cleansing. They don't nourish the seed, so never produce good fruit and fall away when they are finally tested. We will see many fall away when the GT tests their faith, because it wasn't real from the start.
