Read the exact words of the covenant, and also read this:

Jeremiah 31:35-37 KJV
35) Thus saith the LORD, which giveth the sun for a light by day, and the ordinances of the moon and of the stars for a light by night, which divideth the sea when the waves thereof roar; The LORD of hosts is his name:
36) If those ordinances depart from before me, saith the LORD, then the seed of Israel also shall cease from being a nation before me for ever.
37) Thus saith the LORD; If heaven above can be measured, and the foundations of the earth searched out beneath, I will also cast off all the seed of Israel for all that they have done, saith the LORD.

With a little more context from the words of Jeremiah we find the covenant in view is not the covenant to the nation of Israel. It is pointing to the new covenant with the house of Israel and with the house of Jacob, not according to the covenant God made with their fathers. The covenant they brake. Jeremiah is writing of Israel of God, not an ethnic nation, but all people of God that are of the NEW COVENANT that God shall make with them through Christ. Israel of God is Israel that shall never cease from being an elect chosen nation a holy people unto God. While unholy Israel shall be cast away forever, just as unholy Gentiles shall also be, there shall always been the remnant according to election of grace within Israel, and together with Gentiles of faith are "the Israel of God."

Jeremiah 31:31-37 (KJV) Behold, the days come, saith the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah: Not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the LORD: But this shall be the covenant that I will make with the house of Israel; After those days, saith the LORD, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people. And they shall teach no more every man his neighbour, and every man his brother, saying, Know the LORD: for they shall all know me, from the least of them unto the greatest of them, saith the LORD: for I will forgive their iniquity, and I will remember their sin no more. The SEED (Christ) of Israel is assurance that Israel of God shall never cease from being a nation, a chosen, holy nation before the Lord. But the unholy seed of Israel ethnically, all who remain in unbelief have been cast off forever. Only the remnant of them shall be saved.

OK. THIS is the covenant. They have not always been an holy nation. Nor have they been a kingdom of priests. Yet they have never stopped being the nation God chose from among the others.

The time for choosing Israel alone to be His representative as the Kingdom of God physically on this earth, has long ago ceased to be the holy people, and holy nation unto God. God chose them for a purpose. That was to be the nation from whom Christ would come. Once Christ came the purpose for having chosen the nation of Israel is fulfilled.

The Diaspora is a certain thing, and it's not about gentiles, it's about Israelites who were scattered.

The dispersion was of Christian Jews as well as Gentiles of faith converted and dispersed with them through the Gospel preached in the power of the Holy Spirit.

All of the ethnic seed of Israel through Christ are not cast off. There is always a remnant according to election of grace within Israel in unbelief that are eternally saved. The seed cast off of Israel "for all that they have done" are not the Israel of God. It is the ethnic nation that remains in unbelief that are cast away by God forever! Ethnic Israel since the advent of Christ coming to earth a man is no different than any other nation of the earth! It is not being an ethnic nation that makes the Israel of God a holy people unto God! It is through being a Jew of faith in Christ that makes her the Israel of God together with Gentiles of faith also.

This is in direct disagreement with Jeremiah's prophecy. Not to mention quite a few others, but we can focus on this one.

Physical Israel ceased to be a nation multiple times during its exiles over more than two millennia. That Israel does not satisfy Jeremiah 31:35-37.

There is only one Israel that does, and it is the Spiritual Israel of God, comprised of those faithful and obedient to God, His Son, and His Covenant through the ages.

That Israel has never ceased to be a Nation before God.

Jer 31:33 But this is the covenant that I will make with the house of Israel after those days, says the LORD: I will put My law in their minds, and write it on their hearts; and I will be their God, and they shall be My people.
Jer 31:34 No more shall every man teach his neighbor, and every man his brother, saying, 'Know the LORD,' for they all shall know Me, from the least of them to the greatest of them, says the LORD. For I will forgive their iniquity, and their sin I will remember no more."
Jer 31:35 Thus says the LORD, Who gives the sun for a light by day, The ordinances of the moon and the stars for a light by night, Who disturbs the sea, And its waves roar (The LORD of hosts is His name):
Jer 31:36 "If those ordinances depart From before Me, says the LORD, Then the seed of Israel shall also cease From being a nation before Me forever."
Jer 31:37 Thus says the LORD: "If heaven above can be measured, And the foundations of the earth searched out beneath, I will also cast off all the seed of Israel For all that they have done, says the LORD.
Jer 31:38 "Behold, the days are coming, says the LORD, that the city shall be built for the LORD—from the Tower of Hananel to the Corner Gate.
Jer 31:39 The surveyor's line shall again extend straight forward over the hill Gareb; then it shall turn toward Goath.
Jer 31:40 And the whole valley of the dead bodies and of the ashes, and all the fields as far as the Brook Kidron, to the corner of the Horse Gate toward the east, shall be holy to the LORD. It shall not be plucked up or thrown down anymore forever."
Two Israels.

Romans 9
6 Not as though the word of God hath taken none effect. For they are not all Israel, which are of Israel:
7 Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called.
8 That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.

2. All Israel:
Not of Israel

Counted for the seed

Only one of these two Israels shall be saved.

Romans 11

26 And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob:

Only the faithful obedient spiritual "all Israel", comprised of the believing elect beloved remnant from Israel (Romans 9:27; Romans 11:1-5,26,28), and believers from among the Gentiles (Romans 11:11), shall be saved.

Yes, this is a conditional promise.

So, did the sun rise today? The moon? Yes. So then, did Israel cease from being a nation before God? No.
Hold on a minute, check out Isaiah 60.

Isaiah 60:19 The sun shall be no more thy light by day; neither for brightness shall the moon give light unto thee: but the LORD shall be unto thee an everlasting light, and thy God thy glory. 20 Thy sun shall no more go down; neither shall thy moon withdraw itself: for the LORD shall be thine everlasting light, and the days of thy mourning shall be ended.

If we are to take all these things literally then the Jeremiah 31:36 promise is a promise that will come to pass, meaning Israel will cease from being a nation forever. And if we take this one step further then it means there can be no unconditional, eternal promises made to the ethnic nation of Israel.

For example Ezekiel 37:25 And they shall dwell in the land that I have given unto Jacob my servant, wherein your fathers have dwelt; and they shall dwell therein, even they, and their children, and their children's children for ever: and my servant David shall be their prince for ever.

Everything taken literally so far means this verse cannot be referring to the ethnic nation of Israel because as Isaiah 60:19-20 shows the ordinances of the sun and moon are not being obeyed according to the ordinances given in Genesis 1:14 And God said, Let there be lights in the firmament of the heaven to divide the day from the night; and let them be for signs, and for seasons, and for days, and years:
