Well, two things you missed, and will continue to ignore.
One.. is that all the people who were saved in the NT, in the "ACT's of the Apostles", following Chapter 2, were all saved first, born again, and then water baptism followed.
NOT ONE was saved in the water, or born again when they were being baptized in water.
Two.. Paul said....."Christ sent me not to water baptize"... and Paul wrote 73% of the NT.
My advice to all heretics is to stop living in Hebrews and Matthew and James, and read the other 71% of the NT that Paul wrote, so that you can stop being a heretic.
Paul says this regarding the act of baptism...
Colossians 2:11 In him also you were circumcised with a circumcision made without hands, by putting off the body of the flesh, by the circumcision of Christ, [12] having been buried with him in baptism, in which you were also raised with him through faith in the powerful working of God, who raised him from the dead.
Romans 6:1 What shall we say then? Are we to continue in sin that grace may abound? [2] By no means! How can we who died to sin still live in it? [3] Do you not know that all of us who have been baptized into Christ Jesus were baptized into his death? [4] We were buried therefore with him by baptism into death, in order that, just as Christ was raised from the dead by the glory of the Father, we too might walk in newness of life. [5] For if we have been united with him in a death like his, we shall certainly be united with him in a resurrection like his.
Book of Luke says in 24:47 and that repentance and remission of sins should be preached in His name to all nations, beginning at Jerusalem.
Acts 2:38 Then Peter said to them, 'Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit.'
Acts 22:16 agrees with Acts 2:38...
Acts 22:16 And now why are you waiting? Arise and be baptized, and wash away your sins, calling on the name of the Lord.
Paul says this...
Romans 6:4 Therefore we were buried with Him through baptism into death, that just as Christ was raised from the dead by the glory of the Father, even so we also should walk in newness of life.
And let's not forget these...
Titus 3:5 Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost;
1 Peter 3:21 The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ:
Mark 16:16 He that believeth and is baptized shall be saved; but he that believeth not shall be damned.

The Holy Ghost may be Before "OR" After baptism, but the Birth must still be complete...

Acts 8:17 Then laid they their hands on them, and they received the Holy Ghost.

Acts 10:47 Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
