Luke 5:33 And they said unto him, Why do the disciples of John fast often, and make prayers, and likewise the disciples of the Pharisees; but thine eat and drink?

So there are the disciples of John the Baptist's, and there are disciples of the Pharisees and not just disciples of Jesus Christ in Paul's days.

So when Paul came across these "certain" disciples, it meant he did not know what kind they were yet.

Acts 19:1And it came to pass, that, while Apollos was at Corinth, Paul having passed through the upper coasts came to Ephesus: and finding certain disciples,

Next, Paul asked them if they had received the Holy Ghost since they believed, but he did not mention Jesus for Whom they were to be believing in.

2 He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost.

When they did not know about the Holy Ghost, Paul had asked what water baptism they were under.

3 And he said unto them, Unto what then were ye baptized? And they said, Unto John's baptism.

These disciples were under John the Baptist's water baptism, thus making them disciples of John the Baptist's.

Next Paul told them about how Jesus was the One John the Baptist was preaching about.

4 Then said Paul, John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus.

So John's disciples did believe in Him for why they were now getting water baptized in Jesus's name.

5 When they heard this, they were baptized in the name of the Lord Jesus.

6 And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied.

7 And all the men were about twelve.

Now they were believers in Jesus Christ & water baptized in Jesus's name to be called disciples of Jesus Christ.

Believers should not be using this reference to support that false teaching that there is another baptism with the Holy Ghost apart from salvation when they were not disciples of Jesus Christ in the first place. The born again of the Spirit happens when we believe in Jesus Christ as our Saviour. John 3:7-16 Matthew 9:17 Colossians 2:5-10 Ephesians 4:4-6
