11 For the grace of God has appeared that offers salvation to all people. 12 It teaches us to say “No” to ungodliness and worldly passions, and to live self-controlled, upright and godly lives in this present age, 13 while we wait for the blessed hope—the appearing of the glory of our great God and Savior, Jesus Christ, 14 who gave himself for us to redeem us from all wickednessand to purify for himself a people that are his very own, eager to do what is good.

It shows us that God, Himself, became man and Savior, and died for us to crucify the old sin nature we inherited from Satan through Adam, and has empowered us to live godly lives by not only His power but His example.

It is pretty straightforward in what it is saying Matt, but I will put it into my own words since you asked to summarize it.

God out of His loving kindness offers life to all people. To those who are willing to say no to those works of the flesh, and are willing to be upright living His requirements. He provided His son as a ransom and through that very sacrifice all those who choose life, those who are eager to do what is good, will receive that very gift that God gives, everlasting life.

It means exactly as it says. No more, no less. But from these simple sentences we can add so much more that shows their meaning throughout Scripture.
