Not sure who "The Lords People" are .... but it sounds like they are in Jerusalem ...
In the passage in Paul's letter cited above, Paul is talking about a free-will offering that he was collecting for the benefit of believers in Jerusalem who were in poverty. Nowhere in the passage does Paul say that the people are to give 10%. Nowhere in the passage does Paul say that the money collected was to be used for the benefit of the congregation of of the ones who gave the money.
