Where does it say that outside refers to his present kingdom?
You can't figure that out? That fact that Jesus hasn't returned yet and the Rev. 22 scripture states that " I am coming soon", proves that some content in the chapter is not future. You must sort it out and conclude that once all evil is gone (Hades, everyone it, Death itself is thrown into the Lake of Fire and destroyed) and the New Heaven and New Earth replaces the First Heavens and Earth AND All former things have passed away - there will be NO OUTSIDE, NOR OUTSIDERS.

In other words, you have no actual scripture. Just an opinion.

"Behold, I am coming quickly! Blessed is he who keeps the words of the prophecy of this book.” ... "And behold, I am coming quickly, and My reward is with Me, to give to every one according to his work." Rev. 22:7 & 12
This confirms that Rev. 22 is not all future.

Blessed are those who do His commandments, that they may have the right to the tree of life, and may enter through the gates into the city. Vs. 14

Also reflects a present time from John moving into the future.

15 "But outside are dogs and sorcerers and sexually immoral and murderers and idolaters, and whoever loves and practices a lie."
> Thus reflects John's present time to the present and betond till Judgment Day.

JESUS IS THE LIFE. He is the VINE. In the Garden, the Tree of Life was there are respresented Jesus. They were prevented from receiving eternal life - temporarily. Once they ate of the Tree of Knowledge of Good and Evil, they were kicked out and prevented from eating of the Tree of Life.
Jesus came and spiritual/ eternal life was once again available. You've encountered Jesus offer of Life?

I thought they went to "Outer Darkness"?
They did, and they are separated from Christ's Prescence and the glory of His power, which only those who believed His message experience, those who are outside the city are forever in hell fire--lake of fire.

God’s Final Judgment and Glory

3 We are bound to thank God always for you, brethren, as it is fitting, because your faith grows exceedingly, and the love of every one of you all abounds toward each other, 4 so that we ourselves boast of you among the churches of God for your patience and faith in all your persecutions and [a]tribulations that you endure, 5 which is manifest[b] evidence of the righteous judgment of God, that you may be counted worthy of the kingdom of God, for which you also suffer; 6 since it is a righteous thing with God to repay with [c]tribulation those who trouble you, 7 and to give you who are troubled rest with us when the Lord Jesus is revealed from heaven with His mighty angels,

8 in flaming fire taking vengeance on those who do not know God, and on those who do not obey the gospel of our Lord Jesus Christ. 9 These shall be punished with everlasting destruction from the presence of the Lord and from the glory of His power, 10 when He comes, in that Day, to be glorified in His saints and to be admired among all those who [d]believe, because our testimony among you was believed.

11 Therefore we also pray always for you that our God would count you worthy of this calling, and fulfill all the good pleasure of His goodness and the work of faith with power, 12 that the name of our Lord Jesus Christ may be glorified in you, and you in Him, according to the grace of our God and the Lord Jesus Christ.

The Parable of the Sower

And again He began to teach by the sea. And a great multitude was gathered to Him, so that He got into a boat and sat in it on the sea; and the whole multitude was on the land facing the sea. 2 Then He taught them many things by parables, and said to them in His teaching:

3 “Listen! Behold, a sower went out to sow. 4 And it happened, as he sowed, that some seed fell by the wayside; and the birds [a]of the air came and devoured it. 5 Some fell on stony ground, where it did not have much earth; and immediately it sprang up because it had no depth of earth. 6 But when the sun was up it was scorched, and because it had no root it withered away. 7 And some seed fell among thorns; and the thorns grew up and choked it, and it yielded no [b]crop. 8 But other seed fell on good ground and yielded a crop that sprang up, increased and produced: some thirtyfold, some sixty, and some a hundred.”

9 And He said [c]to them, “He who has ears to hear, let him hear!”

The Purpose of Parables

10 But when He was alone, those around Him with the twelve asked Him about the parable. 11 And He said to them, “To you it has been given to know the [d]mystery of the kingdom of God; but to those who are outside, all things come in parables, 12 so that

‘Seeing they may see and not perceive,
And hearing they may hear and not understand;
Lest they should turn,
And their sins be forgiven them.’ ”

The Parable of the Sower Explained

13 And He said to them, “Do you not understand this parable? How then will you understand all the parables? 14 The sower sows the word. 15 And these are the ones by the wayside where the word is sown. When they hear, Satan comes immediately and takes away the word that was sown in their hearts. 16 These likewise are the ones sown on stony ground who, when they hear the word, immediately receive it with gladness; 17 and they have no root in themselves, and so endure only for a time. Afterward, when tribulation or persecution arises for the word’s sake, immediately they stumble. 18 Now these are the ones sown among thorns; they are the ones who hear the word, 19 and the cares of this world, the deceitfulness of riches, and the desires for other things entering in choke the word, and it becomes unfruitful. 20 But these are the ones sown on good ground, those who hear the word, [e]accept it, and bear fruit: some thirtyfold, some sixty, and some a hundred.”

Now you know in the context of Rev 22:15, dogs are the ones who are not righteous.
n the Old Testament, calling someone (or referring to oneself as) a "dog" (Hebrew: keleb) was almost always a strong insult or expression of contempt, implying low status, worthlessness, uncleanness, or moral inferiority. Dogs in ancient Israelite culture were typically not cherished pets but semi-wild scavengers that roamed streets, ate garbage and corpses, and were viewed as unclean or contemptible. Key Contexts and Examples
  • Insult or taunt of insignificance: Goliath mocks young David: “Am I a dog, that you come at me with sticks?” (1 Samuel 17:43). This dismisses David as a harmless, lowly nuisance unworthy of serious combat.
  • "Dead dog" as extreme self-abasement or humiliation: This phrase emphasizes utter worthlessness or harmlessness.
    • David to Saul: “After whom has the king of Israel come out? ... After a dead dog? After a flea?” (1 Samuel 24:14) — David portrays himself as insignificant to highlight Saul’s overreaction.
    • Mephibosheth to David: “What is your servant, that you should look upon such a dead dog as I am?” (2 Samuel 9:8) — expressing deep humility and gratitude for kindness.
    • Similar uses appear in 2 Samuel 16:9 and 2 Kings 8:13 (Hazael’s mock humility: “But what is your servant—a dog—that he should do this great thing?”).
  • "Dog’s head": Abner angrily retorts to Ish-bosheth, “Am I a dog’s head of Judah?” (2 Samuel 3:8). This combines contempt with possible wordplay or implications of disloyalty/impotence.
  • Metaphors for evil, greed, or laziness: Enemies or false leaders are likened to dogs (e.g., Psalm 22:16 — “a company of evildoers” encircling like dogs; Isaiah 56:10-11 — silent, greedy “dogs” that cannot bark or watch properly).
  • Moral/ritual associations: Deuteronomy 23:18 links “the price of a dog” with the hire of a prostitute (likely referring to male cult prostitutes or something detestable in pagan rites), reinforcing ideas of impurity.

All those who love a lie and are practiced liars are outsiders and have no part in eternal life.

Example of an outsider, and their fate.

I Never Knew You

21 “Not everyone who says to Me, ‘Lord, Lord,’ shall enter the kingdom of heaven, but he who does the will of My Father in heaven. 22 Many will say to Me in that day, ‘Lord, Lord, have we not prophesied in Your name, cast out demons in Your name, and done many wonders in Your name?’ 23 And then I will declare to them, ‘I never knew you; depart from Me, you who practice lawlessness!’

Rev 22
4 Blessed are those who [g]do His commandments, that they may have the right to the tree of life, and may enter through the gates into the city. 15 [h]But outside are dogs and sorcerers and sexually immoral and murderers and idolaters, and whoever loves and practices a lie.

Rev 21
6 And He said to me, “It[c] is done! I am the Alpha and the Omega, the Beginning and the End. I will give of the fountain of the water of life freely to him who thirsts. 7 He who overcomes [d]shall inherit all things, and I will be his God and he shall be My son.

8 But the cowardly, [e]unbelieving, abominable, murderers, sexually immoral, sorcerers, idolaters, and all liars shall have their part in the lake which burns with fire and brimstone, which is the second death.”

Its outer darkness alright. I asked the Lord to see it, but not to go there. He showed me what looked like the surface of a black planet with fissures in the crust that was fire, and that was the only light. It was a high altitude look. I wasn't close enough to see humans.

These scriptures must also be considered. Paul wrote that Jesus must reign until he has put all enemies under his feet. I take that to mean that Jesus rules until ALL BEINGS are following and serving him. Once that occurs Jesus delivers the completed and restored Kingdom to the Father. The end.

At least that is my take.

1 Corinthians 15:20-28
20 But in fact Christ has been raised from the dead, the firstfruits of those who have fallen asleep. 21 For as by a man came death, by a man has come also the resurrection of the dead. 22 For as in Adam all die, so also in Christ shall all be made alive. 23 But each in his own order: Christ the firstfruits, then at his coming those who belong to Christ. 24 Then comes the end, when he delivers the kingdom to God the Father after destroying every rule and every authority and power. 25 For he must reign until he has put all his enemies under his feet. 26 The last enemy to be destroyed is death. 27 For “God[c] has put all things in subjection under his feet.” But when it says, “all things are put in subjection,” it is plain that he is excepted who put all things in subjection under him. 28 When all things are subjected to him, then the Son himself will also be subjected to him who put all things in subjection under him, that God may be all in all.

Some of my observations regarding the OP, not meant as fixed doctrine but trying to make sense of the complexity of Revelations 21 and 22, thus only about the The New Heaven and the New Earth and The New Jerusalem, the city of light coming from heaven.

We read among other things -

Rev 21:23 And the city has no need of sun or moon to shine on it, for the glory of God gives it light, and its lamp is the Lamb.
Rev 21:24 By its light will the nations walk, and the kings of the earth will bring their glory into it,
Rev 21:25 and its gates will never be shut by day—and there will be no night there.
Rev 21:26 They will bring into it the glory and the honor of the nations.
Rev 21:27 But nothing unclean will ever enter it, nor anyone who does what is detestable or false, but only those who are written in the Lamb's book of life.

There will be nations and kings on the New Earth and they may enter the city to bring glory, provided their names are written in the book of Christ.

Rev 22:2 through the middle of the street of the city; also, on either side of the river, the tree of life with its twelve kinds of fruit, yielding its fruit each month. The leaves of the tree were for the healing of the nations.

What does it mean, eating from the tree of Life for healing? Does not sound as eternal bliss, it sounds more as recovery from all kind of injustice, maybe even recovery from sin.

Rev 22:14 Blessed are those who wash their robes, so that they may have the right to the tree of life and that they may enter the city by the gates.

Once again the tree of life for healing of saved elected in the Book of the Lamb people like you and me.

Rev 22:15 Outside are the dogs and sorcerers and the sexually immoral and murderers and idolaters, and everyone who loves and practices falsehood.

And then outside the city of light there also is place for unrepentant sinners, likely outer darkness. They can not enter the city, whether it is their eternal punishment or they can't stand the holy light of the city and prefer to remain in their sin despite their suffering, meaning eternal punishment by choice.

The resurrection demonstrates the triumph of Christ over principalities and powers

Colossians 2
15 Having disarmed principalities and powers, He made a public spectacle of them, triumphing over them in it.

Matthew 8, what awaits evil spirit beings is torment at the Judgement Day of the wicked, not being reconciled

Two Demon-Possessed Men Healed

28 When He had come to the other side, to the country of the [c]Gergesenes, there met Him two demon-possessed men, coming out of the tombs, exceedingly fierce, so that no one could pass that way. 29 And suddenly they cried out, saying, “What have we to do with You, Jesus, You Son of God? Have You come here to torment us before the time?”

30 Now a good way off from them there was a herd of many swine feeding. 31 So the demons begged Him, saying, “If You cast us out, [d]permit us to go away into the herd of swine.”

32 And He said to them, “Go.” So when they had come out, they went into the herd of swine. And suddenly the whole herd of swine ran violently down the steep place into the sea, and perished in the water.

What about this?

Colossians 1:20 esv
20 and through him to reconcile to himself all things, whether on earth or in heaven, making peace by the blood of his cross.

Colossians 1:20 esv

Reconciled in Christ

19 For it pleased the Father that in Him all the fullness should dwell, 20 and by Him to reconcile all things to Himself, by Him, whether things on earth or things in heaven, having made peace through the blood of His cross.

21 And you, who once were alienated and enemies in your mind by wicked works, yet now He has reconciled 22 in the body of His flesh through death, to present you holy, and blameless, and above reproach in His sight— 23 if indeed you continue in the faith, grounded and steadfast, and are not moved away from the hope of the gospel which you heard, which was preached to every creature under heaven, of which I, Paul, became a minister.

~~~~~~~~~~~~~~~~~~~~~~
Read in context, the reconciliation is between God and His people, not strangers, not demons, not the devil, as Hebrews 1 states.
As v23 says as long as you persevere in faith in Christ to the end, you are reconciled to God through Christ.
So for those not in Christ, they remain unreconciled.
10 For it was fitting for Him, for whom are all things and by whom are all things, in bringing many sons to glory, to make the captain of their salvation perfect through sufferings. 11 For both He who [g]sanctifies and those who are being sanctified are all of one, for which reason He is not ashamed to call them brethren, 12 saying:
“I will declare Your name to My brethren;
In the midst of the assembly I will sing praise to You.”
13 And again:
“I will put My trust in Him.”
And again:
“Here am I and the children whom God has given Me.”
14 Inasmuch then as the children have partaken of flesh and blood, He Himself likewise shared in the same, that through death He might destroy him who had the power of death, that is, the devil, 15 and release those who through fear of death were all their lifetime subject to bondage. 16 For indeed He does not [h]give aid to angels, but He does [i]give aid to the seed of Abraham. 17 Therefore, in all things He had to be made like His brethren, that He might be a merciful and faithful High Priest in things pertaining to God, to make propitiation for the sins of the people. 18 For in that He Himself has suffered, being [j]tempted, He is able to aid those who are tempted.
~~~~~~~~~~~~~~~~~~~~~~
Reconciliation is between God and His people, not demons, not the devil.
Christ is their High Priest and Shepherd
God knows His own from before they were born.
God knows all things.

John 10 also teaches that it is only His sheep he shepherds.

Reconcile All Things is not saying peace between Christ and Satan.
To say that then much of scripture has to be ignored.
More like this

5 Let this mind be in you which was also in Christ Jesus, 6 who, being in the form of God, did not consider it [b]robbery to be equal with God, 7 but [c]made Himself of no reputation, taking the form of a bondservant, and coming in the likeness of men. 8 And being found in appearance as a man, He humbled Himself and became obedient to the point of death, even the death of the cross.

9 Therefore God also has highly exalted Him and given Him the name which is above every name,

10 that at the name of Jesus every knee should bow, of those in heaven, and of those on earth, and of those under the earth,

11 and that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.

Brother. All things is ALL THINGS, not "some" things.

16 For by[f] him all things were created, in heaven and on earth, visible and invisible, whether thrones or dominions or rulers or authorities—all things were created through him and for him. 17 And he is before all things, and in him all things hold together. 18 And he is the head of the body, the church. He is the beginning, the firstborn from the dead, that in everything he might be preeminent. 19 For in him all the fullness of God was pleased to dwell, 20 and through him to reconcile to himself all things, whether on earth or in heaven, making peace by the blood of his cross.

What do you believe then, that all beings are eventually saved, and none go to eternal destruction? Cause that is not biblical, infact it is the spirit of anti-Christ. Jesus says condemnation, the wrath of God and eternal death await all unbelievers.

You know that cultic understandings are built on single verses and ignoring the whole counsel of God..

35 The Father loves the Son, and has given all things into His hand.
36 He who believes in the Son has everlasting life; and he who does not believe the Son shall not see life, but the wrath of God abides on him.”

3 Jesus answered and said to him, “Most assuredly, I say to you, unless one is born [a]again, he cannot see the kingdom of God.”

4 Nicodemus said to Him, “How can a man be born when he is old? Can he enter a second time into his mother’s womb and be born?”

5 Jesus answered, “Most assuredly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God. 6 That which is born of the flesh is flesh, and that which is born of the Spirit is spirit. 7 Do not marvel that I said to you, ‘You must be born again.’ 8 The wind blows where it wishes, and you hear the sound of it, but cannot tell where it comes from and where it goes. So is everyone who is born of the Spirit.”

9 Nicodemus answered and said to Him, “How can these things be?”

10 Jesus answered and said to him, “Are you the teacher of Israel, and do not know these things? 11 Most assuredly, I say to you, We speak what We know and testify what We have seen, and you do not receive Our witness. 12 If I have told you earthly things and you do not believe, how will you believe if I tell you heavenly things? 13 No one has ascended to heaven but He who came down from heaven, that is, the Son of Man [b]who is in heaven. 14 And as Moses lifted up the serpent in the wilderness, even so must the Son of Man be lifted up, 15 that whoever believes in Him should [c]not perish but have eternal life. 16 For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life. 17 For God did not send His Son into the world to condemn the world, but that the world through Him might be saved.

18 “He who believes in Him is not condemned; but he who does not believe is condemned already, because he has not believed in the name of the only begotten Son of God. 19 And this is the condemnation, that the light has come into the world, and men loved darkness rather than light, because their deeds were evil. 20 For everyone practicing evil hates the light and does not come to the light, lest his deeds should be exposed. 21 But he who does the truth comes to the light, that his deeds may be clearly seen, that they have been done in God.”

22 After these things Jesus and His disciples came into the land of Judea, and there He remained with them and baptized. 23 Now John also was baptizing in Aenon near Salim, because there was much water there. And they came and were baptized. 24 For John had not yet been thrown into prison.

25 Then there arose a dispute between some of John’s disciples and the Jews about purification. 26 And they came to John and said to him, “Rabbi, He who was with you beyond the Jordan, to whom you have testified—behold, He is baptizing, and all are coming to Him!”

27 John answered and said, “A man can receive nothing unless it has been given to him from heaven. 28 You yourselves bear me witness, that I said, ‘I am not the Christ,’ but, ‘I have been sent before Him.’ 29 He who has the bride is the bridegroom; but the friend of the bridegroom, who stands and hears him, rejoices greatly because of the bridegroom’s voice. Therefore this joy of mine is fulfilled. 30 He must increase, but I must decrease. 31 He who comes from above is above all; he who is of the earth is earthly and speaks of the earth. He who comes from heaven is above all. 32 And what He has seen and heard, that He testifies; and no one receives His testimony. 33 He who has received His testimony has certified that God is true. 34 For He whom God has sent speaks the words of God, for God does not give the Spirit by measure. 35 The Father loves the Son, and has given all things into His hand. 36 He who believes in the Son has everlasting life; and he who does not believe the Son shall not see life, but the wrath of God abides on him.”
