Why did Paul choose Philippi as the start of his European ministry?

I'd say because it was nearest to the area of Troas from cross the Aegean sea.

He had been directed to Macedonia by a vision from God (Acts 15:9-10).

• Philippi was a Roman colony with all the privileges of Roman citizenship.
• It was the principal city of the region and a center of pagan worship.
• Witnessing in Philippi was the closest thing to witnessing in Rome without being there.
• Paul’s general plan was to start churches in the major cities, knowing it was easier for the Gospel to spread outward rather than into these cities.
