I believe he's talking about I think it's in Deuteronomy where if two men are found having intercourse they are to be killed (cannot recall the exact words). Many believers who are not taught correctly (and others who do not understand God's word) may get confused at this and think that this is what Christians are supposed to do *now*. That is incorrect. Israel was formed on earth by God as a representation of heaven where no evil was to exist; Israelites were, as members of a theocratic nation, to drive out any and all kinds of evil either by punishment or death: heaven will be a place of no evil and Israel was supposed to parallel that as close as it can on earth by having these laws in place and carrying out the punishments when these laws were transgressed.
Israel is the church now and it is not a theocratic nation. It is made up of all people of all kinds across all the earth; thus, there can be no laws which govern a geographic location in Israel the church anymore (members of the church are to abide by moral laws--as well as the civil laws which do not transgress God's moral laws--and may come under church discipline should those laws be transgressed). We are to look at Jesus now for clarification of what God will have us do and He clearly taught us to LOVE our enemies. NOT to kill them. Vengeance is the Lord's. Even if the crime is one against a civil law, let alone those which make up God's moral laws found in His word, we are not to seek to kill anyone, in the idea of carrying out justice, by our own hands. That is to be left to the magistrates (and if it is a brother or sister in the church that is found guilty of a heinous sin and won't repent--as Jesus taught in Matt 18, they are to be excommunicated from the church, not put to death).
When God returns to this earth, there will be no evil, no sin. HE is the one who will mete justice to the transgressors. All who are not in Christ, who are not covered by His righteousness which He procured for his people by His sacrifice on Calvary, all those will suffer the second death. God will rid the evil from the land. We are not to take part in that physically here on this earth. Rather we are to show others the love of Jesus and sacrifice for our enemies, pray for them, and above do not do them any harm (God has forbidden murder and if we go out and kill homosexuals because they are violating God's law, that would be murder and a transgression against God's law).

While the Federal Laws were initially and are “supposed” to be paralleled with Biblical Standards and Principles and limited by the US Constitution...
Israelites/Mosaic Law governed over (Hebrews, Tribes, Israelites) the “precepts” of men regarding behaviors between and among men....including “moral” behaviors.
The “precepts” found primarily scattered within the 600+ Mosaic Laws, ARE typically taught and preached under (SOME, but not all of ) the Christianity Religions. Do’s and Don’t’s and REBUKING “immoral” behaviors.
Neh 9 gives us the introduction to the THREE inclusions in Mosaic Law...

statutes, and laws, by the hand of Moses thy servant:
Each has a different meaning, which I doubt most know the Three or their different meanings.
* Statute is typically Written by an authoritative body/group. Ie Congress...
...Scripturally God personally wrote the Ten Commandments, (Moses Broke the Tablets, then had to re-write them...chisel in stone.)
* Laws are typically lists of Rules, Written or Verbal, by an authoritative body, sometimes called Rules, sometimes called Common Law, or By-laws...(Congress, Legislators, Associations, Schools, Teachers, Parents, etc.)
* Precepts are typically “regulatory”. Intended to regulate acceptable and unacceptable behaviors between and among men.
Jesus touch’s on Behavior between and among men, but does not identify his teaching is falling under the term “precept”. Jews would have already been familiar with that understanding.
Hebrews / Tribesmen were expressly Set apart, chosen to Be teachers of Gods Word. First to their own kinsmen and then the world...eh...failed.
However the bottom line is every person has opportunity to Learn the Truth according to Gods TRUTH, believe it, follow it, or not...ie Freewill.
And multiple warnings ARE rendered in Scripture to BEWARE of FALSE preachers....Verify everything.
REBUKE, if that succeeds, you have gained a brother.
REBUKE, if that fails, separate yourself From them.
