The Holy Spirit is the power of God poured out upon all flesh--both on the good and on the evil. With which comes the terms regarding blasphemy. Add to that, Jesus saying, to and of those He sends "it is not you who speak, but the Spirit of your Father who speaks in you."
Dangerous times indeed.
Jesus was a sign that would be spoken against, and Jesus is in agreement with the same, when he said, " whosoever shall speak a word against the Son of man, it shall be forgiven him"
Here
Luke 2:34 And Simeon blessed them, and said unto Mary his mother, Behold, this child is set for the fall and rising again of many in Israel;
and for a sign which shall be spoken against
And here in contrast
Luke 12:10 And whosoever shall speak a word against the Son of man, it shall be forgiven him: but unto him that blasphemeth against the Holy Ghost it shall not be forgiven.
And here also
Acts 23:32 But we desire to hear of thee what thou thinkest: for as concerning this sect, we know that every where it is spoken against.
He even says,
Mark 3:28 Verily I say unto you, All sins shall be forgiven unto the sons of men, and blasphemies wherewith soever they shall blaspheme:
Which means there are many ways the sons of men can blaspheme, but here when he said,
Mark 3:29 But he that shall blaspheme against the Holy Ghost hath never forgiveness, but is in danger of eternal damnation
It follows, calling the Holy Ghost Beelzebub, or as it says in the next verse
Mark 3:30 Because they said, He hath an unclean spirit.
They were not speaking directly to Jesus but rather the very Spirit Jesus cast devils out of others
Mark 3:22 And the scribes which came down from Jerusalem said, He hath Beelzebub, and by the prince of the devils casteth he out devils.
The works were of His Father
Acts 10:38 How God anointed Jesus of Nazareth with the Holy Ghost and with power: who went about doing good, and healing all that
were oppressed of the devil; for God was with him.
You quote from here,
Mat 10:17 But beware of men: for they will deliver you up to the councils, and they will scourge you in their synagogues;
Mat 10:18 And ye shall be brought before governors and kings for my sake, for a testimony against them and the Gentiles.
Mat 10:19 But when they deliver you up, take no thought how or what ye shall speak: for it shall be given you in that same hour what ye shall speak.
Mat 10:20 For it is not ye that speak, but the Spirit of your Father which speaketh in you.
And then we see here just this
Acts 4:8 Then Peter,
filled with the Holy Ghost,
said unto them, Ye rulers of the people, and elders of Israel,
As they would be delivered up here as a testimony against them as Jesus told them (speaking by the Holy Ghost) and doing a miracle in his name.
Acts 4:10
Be it known unto you all, and to all the people of Israel, that by the name of Jesus Christ of Nazareth, whom ye crucified, whom God raised from the dead, even by him doth this man stand here before you whole.
Acts 4:11 This is the stone which was set at nought of you builders, which is become the head of the corner.
Acts 4:12 Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved.
Acts 4:13 Now when they saw the boldness of Peter and John, and perceived that they were unlearned and ignorant men, they marvelled; and they took knowledge of them, that they had been with Jesus.
Acts 4:14
And beholding the man which was healed standing with them,
they could say nothing against it.
They could not say anything against it
Acts 4:15 But when they had commanded them to go aside out of the council, they conferred among themselves,
Acts 4:16 Saying, What shall we do to these men? for
that indeed a notable miracle hath been done by them is manifest to all them that dwell in Jerusalem;
and we cannot deny it.
And they could not deny it
Acts 4:21 So when they had further threatened them, they let them go, finding nothing how they might punish them, because of the people: for all men glorified God for that which was done.
Acts 4: 22
For the man was above forty years old, on whom this miracle of healing was shewed.
Here they are speaking of the Holy Ghost by which Jesus himself
performed his works (His miracles)
Mark 3:22 And the scribes which came down from Jerusalem said,
He hath Beelzebub,
and by the prince of the devils
casteth he out devils.
Saying, "
he HATH Beelzebub
and BY the prince of devils" he (Jesus) does these things (which were the works of His Father) which if he
did not do, Jesus said, "believe him not"
Acts 10:38

Like calling what is Holy unclean.
Mark 3:30
Because they said,

Their aim was not at Jesus (the Son of man) but the Spirit in him (by whom) he did his works (with power)
