Yes, but they are the same man, hence in Dan. 7:7-8 he's called the Little Horn, and in Dan. 8:9 he's called the Little Horn, same man, (and so is the Assyrian). So, he is born in Greece and comes to power in Rome or the E.U. in the end times, well Greece is in the E.U. Thus he fulfills both Dan. 8:9 and Dan. 7:7-8 and he is the Assyrian by bloodline (Old Assyria. hence Northern Iraq or Southern Turkey covered 90% of Assyria).
So, in the last 2500 years a family crossed the common border Turkey has with Greece and that family had a child in Greece AFTER they joined the E.U. There was never going to be 10 horns/kings, or toes, the number 10 stands in for Completion, so when it was 8, 12, 19 or 27 the number 10 meant Rome Revived or the E.U. Completely Reunited. Thus when the Little Horn was born AMONGST THEM, he was born in Greece which is n the E.U.
Its a totally different man, its a leader of a Nation (Gog =Putin probably) who leads a Coalition of Nations being Iran/Persia, Turkey, and a few North African nations into war against Israel, BUT THINK, the AC conquers Israel, this man is defeated by God, who destroys 5/6 of their armies on the Mount of God !! This war is meant to drive Israel in to the of the E.U. Gov. How else could he conquer a nuclear Israel without defanging them? Israel joining the E.U. is wat sets it all off, they 1.) Make God angry by "giving away His land essentially". 2.) This causes the pre trib. Rapture of the church and 3.) Israel will give up their nukes and thus set themselves up to be swiftly defeated at the 1260 events.

Assyria was defeated by Babylon long before this verse in Dan. 7:8 is speaking about. As a matter of fact both Dan. 7:7-8 and Dan. 11:40-43 is about the End Time Anti-Christ. The 8th King is Apollyon king of the bottomless pit, NOTICE, he has NO CROWNS on the 7 Heads or 10 Horns. He's not Satan, see Rev. 12 he has crowns as the Red Dragon on the 7 heads, and he's not a human being or AC/Beast so he has no crowns on the 10 Horns like the Beast does in Rev. 13.
Question, how can the temple that is already defiled be defiled? It can't be, God rent the temple and left when Jesus died, he will never return until they accept Jesus as their Messiah, so what creates the AoD? IMAGE that Defiles the Temple, meaning Israel has already repented and started worshiping Jesus, thus Malachi 4:5-6 means what it says, Gid will send Elijah back BEFORE the DOTL (1260) to turn Israel back unto God, and thus the Two-Witnesses are the 1335 Blessing, the False Prophet not only gets THE PEOPLE to make an IMAGE (read Rev. 13 it says so) at the 1290 AoD, he TAKES AWAY or FORBIDS Jesus Worship in "his temple" and thus the Jews/Israelis have 30 days to flee Judea before the 1260 AC conquers them to become the Beast for the last 1260 days. Each set number is that many days until the 2nd coming of Jesus ENDS ALL THESE WONDERS or THINGS (Dan. 11:40-45).
Concerning the same man being from Rome and Greece:
1 Thes 5:3 "For when they shall say, Peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape."
IMO the 3.5 years or peace and safety portion comes under a Roman antichrist and the travail is the next 3.5 years of great tribulation under the Greek antichrist.
Rev 17:15-18 "
15 And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues. 16 And the ten horns which thou sawest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire. 17 For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled. 18 And the woman which thou sawest is that great city, which reigneth over the kings of the earth.
In this passage, I believe the woman or great city from verse 18 will be a future Rome. Rome will be the world capital reigning over the waters, which are peoples, multitudes, nations, and tongues in verse 15. In verse 17, Rome and its leader is destroyed and a new leader emerges over the New Roman Empire. This can't be the same leader imo.

Concerning the beast with crowns/no crowns:
Rev 12:3 "And there appeared another wonder in heaven; and behold a great red dragon, having seven heads and ten horns, and
seven crowns upon his heads.
There is only 1 beast and it is under the authority of Satan. This beast throughout history has had different leadership under different regional spiritual authorities, but ultimately under Satan. In the past this beast was under 1) Babylon, 2) Media-Persia, 3) Greece, 4) King of the South from Greece - Ptolemy, Egypt, 5) King of the North from Greece - Seleucid, Assyria, 6) Rome. In the future, New Rome will arise as the 7th head. This will be the last kingdom of Satan.
This same 1 and only beast is shown again in Rev 13:1-4.
1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy. 2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority. 3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast. 4 And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him?
In this vision, authority (crowns) over this beast as a kingdom is given to the 10 horns as it is taken from the 7th head. This vision is further explained in Rev 17:11-12. "11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition. 12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
The 10 horned beast as a kingdom will be taken over by the eighth beast as a king. This king will not be resurrected. His kingdom will be resurrected. This 8th will be of the 7. It will be a resurrection of Kingdom 5 above. Resurrection of an old kingdom is the reason for the wonder and marvel. It will happen with both number 7 and 8. Both the kingdom of Rome and the king from Assyria will be brought back into existence just as Israel came back into existence after almost 2,000 years of nonexistence. This is the meaning of Rev 17:6-11:
"6 And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration. 7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns. 8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is. 9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth. 10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space. 11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition."
Concerning the future rebuilt temple:
Rev 11:1 "And there was given me a reed like unto a rod: and the angel stood, saying, Rise, and measure
the temple of God, and the altar, and them that worship therein."
If the bible calls it the temple of God and not a defiled temple, I'm not going to call it something else either.
