11 And it was He who gave some to be apostles, some to be prophets, some to be evangelists, and some to be pastors and teachers.

Not every believer is a teacher. James 3:

1 Not many of you should become teachers, my brothers, because you know that we who teach will be judged more strictly.

Yes! Matthew 28:19-20 reads:

19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, [even] unto the end of the world. Amen.
