"No one is able to come to me," for the bread of life or the water of life, apart from God's initiative convicting and calling, Joh_16:8-11; Rev_22:17.
I.e. no man has free will, because no man can decide of himself what to do with the call of God.
It is true no man can choose what to do with God according to their own will, because God only is pleased by them that come to Him by His faith.
But as many as received him, to them gave he power to become the sons of God, even to them that believe on his name: Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.
However, that only means no man can determine His salvation and justification with God according to his own will and mind, but all men have free will to be believe a lie and try to do so:
And though I bestow all my goods to feed the poor, and though I give my body to be burned, and have not charity, it profiteth me nothing.
People give their bodies to sin wilfully.
And I, if I be lifted up from the earth, will draw all men unto me.
All men on earth have been drawn unto Jesus by His gospel, but not all men on earth are being drawn by God.
But there are some of you that believe not. For Jesus knew from the beginning who they were that believed not, and who should betray him. And he said, Therefore said I unto you, that no man can come unto me, except it were given unto him of my Father.
All souls have power of free will to believe Him or not, and them that believe not what He says to obey, are them no more drawn of God.
All sinners are not reprobates given up on by God and no more drawn by Him:
Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonour their own bodies between themselves: Who changed the truth of God into a lie, and worshipped and served the creature more than the Creator, who is blessed for ever. Amen.
When God draws any soul, it is the soul that chooses to come to Him or not, to open the door to receive Him or not.
And if not, then the person wilfully sins against God and their own soul:
For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins.
If we refuse His voice today, there is no other voice of sacrifice for sins, because there is no other gospel of salvation from sins.
But we are not of them who draw back unto perdition; but of them that believe to the saving of the soul.
Now the just shall live by faith: but if any man draw back, my soul shall have no pleasure in him.
Whether the soul willingly comes as drawn to life or willfully draws back unto perdition, it is up to that soul.
