False, God gives repentance. Acts 5,11 !God commands all men everywhere to repent. It is a command; and it is something that must be done by man.
If I tell you to turn around, you have the option of continuing to walk in the same direction.
In the same way, people who are commanded to repent have the option of not repenting.
Repenting is therefore a choice that is made by people in this world; and I would say that the choice is pivotal as to whether or not they will receive salvation.
The Holy Spirit, and the grace of our Lord Jesus Christ, can be resisted:
