Well let us settle things first.

They were not tongues of fire.

They were cloven tongues that appeared like fire! what exactly they were is unknown- but it was a sign to those first members of the church that the Holy Spirit had been given. There is no other instance where we see these cloven tongues falling on anyone, so we can only speculate and our speculation could be 0-100% wrong
