Unfortunately, these are blue-city problems, and their governments (and those that vote them in) have no interest in a permanent solution. Perhaps our new president will have a winning combination of carrots and sticks.
By the way: The solutions are straightforward. Unless city streets etc. are zoned for camping, they can all be legally cleared out.
All able-bodied individuals should be offered temporary board & shelter while they look for work. There are a number of these specialized charities available with proven programs (although they might need government assistance at first if overwhelmed).
Able-bodied people should not be given permanent charity. The Apostle Paul was clear about this principle.
Able-bodied people on drugs, unable to work at the time, can be offered rehab.
Those that cannot physically/mentally work and/or support themselves can be offered an appropriate permanent charity.
None of these are mandatory programs. Homeless campers are welcome to take them or not, but they should be denied further illegal camping.
