Yes. The one who knowingly rejects the testimony of the Spirit is saying the Spirit is a lying spirit, even though they know He's for real.he knowingly and willfully speaks of the Holy Spirit as being evil and/or speaks of the works of the Holy Spirit as being evil and of the devil, making God to be evil, even the devil.
1 John 5:6-10
And it is the Spirit who testifies, because the Spirit is the truth. 7For there are three that testify: 8the a Spirit, the water and the blood; and the three are in agreement. 9We accept human testimony, but God’s testimony is greater because it is the testimony of God, which he has given about his Son. 10Whoever believes in the Son of God accepts this testimony. Whoever does not believe God has made him out to be a liar, because they have not believed the testimony God has given about his Son.
In the case of the Pharisees, they were saying the Spirit testifying through Jesus, showing him to be the Son of God, was a lying worker of miracles, even though they knew better, for it was the very witness of the Spirit to their hearts and eyes that they were rejecting.
