If you are correct then 2 Timothy 4:10 is incorrect.
It is 1 Timothy
10 For to this end [c]we both labor and suffer reproach, because we trust in the living God, who is the Savior of all men, especially of those who believe.

Christ is the Savior of all men, as in all the nations of men but only believers in particular. Christ the Savior is like a title. All men if they are saved are saved by Christ, not that all men are saved.

And in scripture not all salvation is speaking of eternal salvation. We are saved from perils in this life by God's care for us.
God could be just like the devil and steal kill destroy all the time, but He is kind and loving and merciful forgiving inequities for His own purposes to play out in this life. God could instantly kill all wicked as soon as they do some wicked thing, but God preserves their life for a time, saving them alive in this life to be used in his purposes and will.

Speaking about it here but this applies to all situations in life of both the wicked and the good.
Ephesians 1:11 In Him also we have obtained an inheritance, being predestined according to the purpose of Him who works all things according to the counsel of His will,

Romans 11:36
For of Him and through Him and to Him are all things, to whom be glory forever. Amen.
