Christ Himself, in His return, is the consuming fire. He will be coming in judgment, which the fire is symbolic of. The earth will not literally be burned up but refined by this fire, made new (not newly made) <smile>

Peter does say the earth will be burned up and dissolved. People have differing thoughts on that.
