Yes, He did say those things. Not in those exact words, but that passage is crystal clear. Not all believers get into the kingdom of heaven, which basically means not all believers are sealed.
Matthew 7
21 “Not everyone who says to Me, ‘Lord, Lord,’ shall enter the kingdom of heaven, but he who does the will of My Father in heaven.
22 Many will say to Me in that day, ‘Lord, Lord, have we not prophesied in Your name, cast out demons in Your name, and done many wonders in Your name?’
23 And then I will declare to them, ‘I never knew you; depart from Me, you who practice lawlessness!’
These passages don't contradict one another. Romans is basically saying true believers cannot be snatched from the hand of the Lord. Matthew is saying, although they believed, the Lord never knew them.

One can't be sealed onto the day of Redemption is the Lord does not know them.
