The only place to find answers is in the Bible. No philosopher, politician, or preacher can speak for God.
The Bible teaches that we were chosen by God before the foundation of the world.
Ephesians 1:3-11

The Bible also says that we are totally depraved. Yes, this means babies as well. People use this argument to tug at our emotions.
Romans 5:12

Psalm 58:3
