The real damage from sunlight is ultraviolet (which is not ionizing radiation). The ozone layer in the upper atmosphere screens out a lot of that, but exposure to sunlight will eventually produce skin cancers, unless one uses sunscreen.

There is a measurable amount of background ionizing radiation from the Earth from the slow breakdown of radioactive elements in the Earth's crust. That is not a health concern. In fact there is some evidence that very low levels of ionizing radiation may provide some health benefits. This is called "hormesis."
