I think it was the Netherlands that began a program some years ago where drug addicts were provided a safe clean apartment, adequate food and a supply of the drugs they were addicted as well as a supply of the paraphernalia needed to use those drugs. Two things happened. First the crime rate dropped by more than half and second within a year 80% of the addicts had sought out drug counseling and stopped using drugs.

Its the same thing they did to the Churches . THEY went about on how to change them from within .
