[Mark 1:4-5 KJV] 4 John did baptize in the wilderness, and preach the baptism of repentance for the remission of sins. 5 And there went out unto him all the land of Judaea, and they of Jerusalem, and were all baptized of him in the river of Jordan, confessing their sins.
Water baptism was commanded Israel. For Israel at this time, they were baptized to forgive their sins.
Israel was being prepared to inherit the Davidic kingdom in which, they will reign with Christ on earth for a thousand years.
[Exodus 19:5-6 KJV] 5 Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth [is] mine: 6 And ye shall be unto me a kingdom of priests, and an holy nation. These [are] the words which thou shalt speak unto the children of Israel.
Believing, obedient Israel was promised to be priests of God in the kingdom.
[Exodus 29:4 KJV] 4 And Aaron and his sons thou shalt bring unto the door of the tabernacle of the congregation, and shalt wash them with water.
If Israel was to be priests, they had to be cleansed and washed of their sins.
