Is procrastination a sin?

The Bible does not clearly spell out that procrastination is a sin. However, James 4:

17 Therefore, to him who knows to do good and does not do it, to him it is sin.
If your conscience convicts you, then it is a sin.

In any case, it is not wise to procrastinate, Proverbs 12:

24 The hand of the diligent will rule, while the slothful will be put to forced labor.
When it comes to accepting Jesus, it is a really bad idea to delay the decision, James 4:

13 listen, you who say, “Today or tomorrow we will go to this or that city, spend a year there, carry on business and make money.” 14Why, you do not even know what will happen tomorrow. What is your life? You are a mist that appears for a little while and then vanishes.

You can't use James 4:17 & 24. These are examples of people who don't do, are lazy and unproductive - not people who just put it off for a later time.
I procrastinate ... but all the work that I need to do gets down.
Even so, you might be getting away from the definition of sin. We look at the Ten Commandments to get an idea of what sin is. Then Jesus commanded us to love. So if we have an opportunity to love and we refuse, then that would be a sin - not procrastinating from doing a mundane chore tomorrow instead of today.

The passage in James 4 is taken out of context here. James is speaking here of people getting ahead of themselves with planning, as he goes on to say in v15 --

15 Instead, you ought to say, “If it is the Lord’s will, we will live and do this or that."
