Not just all believers, but "all flesh", meaning both good and evil. This is the work of God that brings us to the End, whom is Christ.

The Bible mentions nothing about the Holy Spirit being given to all believers. The Bible specifically states in Acts 5 that it is given to people who obey God. Being a believer by itself doesn't qualify someone as having the Holy Spirit, especially when they're perpetuating false theology.

I believe the Holy Spirit is God himself conversing with us - if we are willing to converse with him.
