It is impossible for Paul to have been speaking of himself at the time of writing in Romans 7.
For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost.
Paul could not have been an unfaithful double hearted sinning Christian at the time of writing all of Romans, nor any of his epistles. Only holy men of God are fit vessels for the Master's use, having pure hearts and blameless living to speak the pure and holy words of God.
