The scripture in question teaches that all will not be fulfilled until heaven and earth pass away.
For it is prophesied that heaven and earth shall pass away; and that is a prophecy yet to be fulfilled.
Consider that the law includes the Psalms (John 10:34) and the prophets (1 Corinthians 14:21).
So the law will not be fulfilled until what is written in the prophets is completely fulfilled.
Unbelievers are always under the law, they are under the law until heaven and earth pass away, and them with it.
