So to say Heaven has no people in it is really false. Jesus also said that God is the God of the living, not the dead and that his followers never die but are changed in the twinkling of an eye.

Heaven is without a box of time controlling the occupants the way you understand time.
There are no occupants of heaven.Occupants in Heaven have, are, and always will be there. That's the only way to see God face-to-face.
