The writer of Hebrews learned from those who learned from Jesus:
Hebrews 2:3 KJV
How shall we escape, if we neglect so great salvation; which at the first began to be spoken by the Lord, and was confirmed unto us by them that heard him;
. . . which Paul specifically denies in his case:
Galatians 1:11-12 KJV
11) But I certify you, brethren, that the gospel which was preached of me is not after man.
12) For I neither received it of man, neither was I taught it, but by the revelation of Jesus Christ.

The reasons for His judgments in the OT are pretty well laid out, I think. And He didn't, at least, to my recollection, slaughter nations because they didn't cease from sinning, every person, for all time. Or the Israelites.

I think the words speak for themselves.You are confusing Paul's conversion, with the Gospel that Jesus gave to Paul as "My Gospel" , after his conversion.
