The Twelve Apostles are twelve separate foundations that are built upon 'the Foundation' which is CHRIST.
For we are God’s fellow workers; you are God’s field,
you are God’s building. According to the grace of God which was given to me, as a wise master builder I have laid the foundation, and another builds on it. But let each one take heed how he builds on it.
For no other foundation can anyone lay than that which is laid, which is Jesus Christ. - 1 Cor 3:9-11

having been built on the foundation of the apostles and prophets,

The Apostle Peter removed himself from any confusion as to Who the Foundation IS - 1 Peter ch2
“See, I lay in Zion a stone,
a chosen and precious cornerstone;
and the one who believes in Him
will never be put to shame.”
To you who believe, then, this stone is precious. But to those who do not believe,
“The stone the builders rejected
has become the cornerstone,”
Apostle Peter says: "For Christ also suffered for sins once for all, the righteous for the unrighteous, to bring you to God."
