Why hadn't the baptized believers in Samaria received the Holy Spirit?

Note the wording of Acts 8:15, and the use of the word "might". It didn't say 'would', but rather "might".

Acts 8:15

15Who, when they were come down, prayed for them, that they might receive the Holy Ghost: 1

Most translations say might, a few say to receive, the Greek interlinear says might receive.
So, they prayed for them that JUST MAYBE they might POSSIBLY receive the Holy Spirit?
Is that what you are claiming?

Acts 8:15-17 NIV
When they arrived, they prayed for the new believers there that they might receive the Holy Spirit,
16 because the Holy Spirit had not yet come on any of them; they had simply been baptized in the name of the Lord Jesus.
17 Then Peter and John placed their hands on them, and they received the Holy Spirit.

If you read 1 Cor, it's obvious that they were DESIROUS of spiritual gifts inferring that not all received a gift of some sort when the letter was penned by Paul. Don't forget, it's gifts or manifestations of the Spirit being discussed here and not the Spirit itself which all baptized believers receive. Note also the following wording (which I've capitalized) in the passages below.

1 Cor 12:28

28And God hath set SOME in the church, first apostles, secondarily prophets, thirdly teachers, after that miracles, then gifts of healings, helps, governments, diversities of tongues

1 Cor 14:1

1Follow after charity, and DESIRE spiritual gifts, but rather that ye may prophesy.

1 Cor 14:12

12Even so ye, forasmuch as ye are ZEALOUS of spiritual gifts, seek that ye may excel to the edifying of the church.

2 Tim 1:6

6Wherefore I put thee in remembrance that thou STIR UP THE GIFT of God, which is in thee by the putting on of my hands.

Does that mean every, single, person, or everyone to which a gift has been given according to God's will and purpose as 1 Cor 12:28 and the other scriptures I cited infer? And the other 2 scriptures you cited are irrelevant to the discussion. Yes, all those baptized into the body of Christ are obviously part of the body, but as aforementioned, that doesn't mean that all have been granted a gift, the miraculous manifestation of the Spirit as the aforementioned scriptures suggest. God set SOME in the church, not ALL.

Subjunctive mood form of λάβάνω (lambano). The mood of possibility and potentiality.

What had not happened before is now possible. The "might" in English is often used to convey this mood, and not necessarily the sense of "some will, some won't" or "it may happen, but it may not".

Interestingly, the ἀπόληται in John 3:16, which the KJV translates as "should not perish" and NASB and NIV translate as "shall not perish", is also in the subjunctive mood and could be translated as "whoever believes in Him might not perish". But nobody translates it that way.

Ps if one has truly come to Christ they would have the Spirit .
PS if you got some goosebumps but the So called spirit you think came upon ya

The problem is most are not SEEKING JESUS CHRIST , they are seeking what best molds to and suits the unholy god
that can be seen . Who is this god who can be seen you might ask .

omitting HIS HOLY WORDS IN THAT CANON and heed rather the men who TWISTED THEM .

just be on gaurd . for many who play in the cat box produced of men , and eat of those lil chocloate danties
