Matthew (like all the Gospels) was written to all people in all ages, and particularly to Christians, whether Jews or Gentiles. While the emphasis is on Christ as King, the Gospel is not limited as you suggest.It was written to the Jewish Christians and unbelieving Jews who had a conflict.
The Church (if anything) must be a pattern of the first church established under the New Covenant. That was the church at Jerusalem.The church must be Roman cos it conquered the Roman Empire!

AND HOPE he can continue BELIEVING to the day his body DIES....

A man can BELIEVE and CONFESS HIS HEARTFUL BELIEF....and the Lord and Christ SHALL BE WITH and IN him...
