They do train, but not as much as they should. Still, stress and panic affects the first shot. The issue I believe is that most are trained to unload and not stop until the subject is down. Of course, If I were to do that, even in legitimate self-defense, it would be called "excessive" and "unreasonable." But if the goal is to use an entire magazine all at once, there will be waste.
The study I saw was that police were less than 70%, and Concealed Carry incidents where someone was shot, was near 90%
Surely, if the Police have more training, and their job prepares them to expect a situation that may require shooting someone... wouldn't they be better prepared than the Average Joe who occasionally fires and is not expecting a crisis every day? I believe their policy of shooting excessively causes sloppy marksmanship. I cannot imagine that a Police Officer is a worse shot than I am, or that they are not more mentally prepared for such a situation than I am.
Police Training is set by Individual state Laws.
An Officer can have a lengthy Career and Never upholster his gun on duty.
Officers Regularly Shoot and clean their Guns at Ranges, practicing on Paper Targets of A stationary Body Mass and Head siloutte.
That practice keeps them trained on body mass and head while keeping familiar use of their gun.
Officers also continue working out in boxing, wrestling, practicing Strong holds, defense moves ON EACH Other.
Many Training Cadets are faced forward standing still and are Pepper Sprayed in the face...as well some without resistance are tazed.
In a Live situation...the Resisting, squirming, wrestling, Uncooperative Individual could be strong held, tazed, wrestled, in other words subdued according to the Manner they Resist and can maintain the safety of the Officer.
Officers dealing with Any other person, First are going to Unarmed the Individual of anything that could harm the officer...guns, knives, knuckles, pepper spray, needles, drugs, screwdrivers, rocks, whatever.
After that- the Officer has NO idea at Any given point what an individual may or may not do.
It is the Individual's choice of Behavior of What Tactic or Force an Officer Will Use.
It is Complaining AFTER THE FACT (grieving family), and MOB mentality...not present, video clips, National public media Trials that Impede Justice in a court of Law.
Where in any Court in the US will ... ANY accused (individual or Officer) receive an Unbiased Just Courtroom Trial?
In a current "Media Case"...
One person is dead and Officers have been Fired, Slandered, Threatened and Convicted outside of a Court of Law.
You can NOT prepare an Officer to KOWN what any Individual MAY choose to do at any given moment.
You can not Prepare an Officer to Shoot at a "LIVE" running, wiggling Target, with UnLive Targets.
Officers continue practicing... with the facilities and defense gadgets they are provided. They use those facilities on their own off-duty Time....<--- That is practicing.

You challenge an Officer possibly being a worse shot than you. Do you regularly shoot and hit people in flight?
"Excessive" and "unreasonable"...are SUBJECTIVE and OBJECTIVE "AFTER THE FACT" terms used by Someone else Not present or standing in the Shoes of the Officer AT the Time the Officer is faced with an uncooperating individual AND the natural Bodily function of Adrenaline.
