In Acts 1, we read that the Aposles and over 100 others gather to elect a successor for Judas. In verse 20, Peter quotes the Psalms when he says:

This has nothing to do with security or culture. An "office" is successive.
The body of Christ does not have two heads. Christ is the Head of his body and the rest of us are just parts of his body with our varying gifts and functions.....Christ is the head of the church!

It is about evangelism—relaying the message of reconciliation......2 Cor. 5:18-20. isn't about evangelism - it's about the ministry of Reconciliation.
In other words - it's about the forgiveness of sins, per John 290:21-23, when Jesus breathed on the Apostles and gave them the power to FORGIVE or RETAIN sins in His name.
