These thieves were being crucified. That is Roman punishment.
Perhaps they didn't pay their taxes to Ceasar. We don't really know the circumstances.
All we know is one felt guilty and the other did not.
They could have been followers of John the Baptist.
John himself was beheaded for the crime of calling out Herod's sins.
I don't think Rome needed much arm twisting to execute the Jews.
Perhaps the thief that didn't feel guilty felt justified in his theft.
If they had stolen under Jewish law the penalty would of been what.. stoning?
For some reason one of the thieves realized theft is theft regardless of whom one is stealing from and wrong is wrong.
As far as baptism goes, Jesus himself was baptized by John and his words were.. to fulfill all righteousness.
I don't fully understand what that means, but if Jesus was willing who needed no repentance, then we should be willing also.
After this or during this we are baptized into His name by spirit.
Born again of water and spirit....
Repentance and Salvation.
Some people find that getting dunked in a pool of water can be humiliating. They don't relish the idea of humbling themselves before others.
It's supposed to be an outward confession of leaving one's old ways behind and starting anew.
Jesus was beginning a new ministry different from the old. And this baptismal display was the sign of that new beginning.
Whether the thieves being crucified were baptised or not, we may never know. But it was a repentant heart that saved him in the end.
You have to have a repentant heart first before you even enter the water. The willingness to do so must be present, regardless how humiliating it may seem.
2Ch 34:27
Because thine heart was tender, and thou didst humble thyself before God, when thou heardest his words against this place, and against the inhabitants thereof, and humbledst thyself before me, and didst rend thy clothes, and weep before me; I have even heard
thee also, saith the LORD.

But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come?
When your heart was tender and you humbled yourself before me.... I heard thee.
Maybe not only our voices but our actions have sounds that only God can hear.
