The reprobate mind; doesn’t care about God. God gives them over to their own desires this has to be due to his unconditional love now and for all people in which he has sent his Son to die for.
God gives them over because there is nothing that he can do with a heart that doesn’t desire Him, he still does desire them even when they are unfaithful, at least that is what I think, and believe.
It’s the fleshly ways compared to the spiritual ways.
“For, brethren, ye have been called unto liberty; only use not liberty for an occasion to the flesh, but by love serve one another. For all the law is fulfilled in one word, even in this; Thou shalt love thy neighbour as thyself. But if ye bite and devour one another, take heed that ye be not consumed one of another. For the flesh lusteth against the Spirit, and the Spirit against the flesh: and these are contrary the one to the other: so that ye cannot do the things that ye would. The reason the behaviors listed here dealing with the Flesh are mentioned that they can’t inherit the kingdom of God; what does that mean?
To me it means that fleshly ways can not do the will of God; but by the Spirit of Christ within someone: by faith they are able to do the will of God (which is ultimately understood as God working through you; to love and wait on God and to love others (even in their own state within the flesh of the world itself))
The flesh though it’s hard and difficult to manage in fact it will always fall short and the reason for Christ to get to the Father.
