And only the Americans have the exclusive right of access to the experiments carried out there … The Ukrainian authorities stubbornly hide even the existence of these laboratories. And people panic because of outbreaks of unknown diseases … So how protected are these premises from the leakage of dangerous viruses?

The DTRA activities in Georgia and Ukraine fall under the protection of special bilateral agreements. According to these agreements, Georgia and Ukraine shall hold harmless, bring no legal proceedings and indemnify the United States and its personnel, contractors and contractors’ personnel, for damage to property, or death or injury to any persons in Georgia and Ukraine, arising out of activities under this Agreement. If DTRA-sponsored scientists cause deaths or injuries to the local population they cannot be held to account.

The Centers for Disease Control and Prevention (CDC) established an office in Ukraine in 2010 to strengthen the capacity of the government and partners to prevent, detect, and respond to emerging global public health threats. CDC works with the Ukrainian Ministry of Health (MOH), the Public Health Center of Ukraine (UPHC), and other local and international partners to achieve HIV epidemic control. In addition, CDC supports Ukraine in strengthening laboratory, surveillance, and workforce capacity to combat disease outbreaks. CDC also supports Ukraine’s COVID-19 response.

CDC collaborates with the MOH and other partners to provide ongoing expertise across GHSA action packages. With CDC’s assistance, Ukraine developed detailed action plans on disease surveillance, laboratory systems, workforce development, biosafety and biosecurity, immunization, and other critical areas. Current efforts focus on implementation of these action plans to achieve the goals and competencies specified by GHSA and World Health Organization (WHO). CDC also works with partners to support:

• Establishment of a centralized Emergency Operations Center and rapid response teams
• Enhancement of border health and quarantine processes at key ports of entry
• Data modernization, digitization, and reporting

On April 23rd the US Embassy in Ukraine acknowledged that there are biological laboratories in Ukraine that are under the control of the Pentagon.

The statement of diplomats came after an open letter from people’s deputies about the threats posed by these research centers to Ukrainians.

However, the Americans deny the threats and say that scientific work is being carried out for exclusively peaceful purposes. And talk of threats is written off as “Russian disinformation”.

The Ukrainian “Strana” news agency looked into this story.

What the deputies of the Rada declared

On April 14th people’s deputies from “Opposition Platform – For Life” Viktor Medvedchuk and Renat Kuzmin wrote requests to four leaders of the country: President Zelensky, Prime Minister Shmygal, Head of the SBU Bakanov, and Minister of Healthcare Stepanov.

In an appeal with reference to Serbian and Bulgarian media, it is reported that the US has more than 400 bacteriological laboratories around the world, including at least 15 in Ukraine.

There are exclusively American ones, and they are financed at the expense of the US Department of Defence. The laboratories are located in Odessa, Vinnytsia, Uzhgorod, Lvov (three), Kiev (three), Kherson, Ternopol, and near Crimea and Lugansk.

People’s deputies note that the functioning of American biolaboratories in Ukraine started during the presidency of Viktor Yushchenko and the premiership of Yuliya Tymoshenko – August 29th, 2005.

At that time, cooperation agreements were signed between the US Department of Defence and the Ministry of Healthcare of Ukraine for the prevention of proliferation technologies (growth of body tissue by cell division), pathogens, and expertise that can be used for the development of biological weapons.

“In fact, the work in the laboratories is carried out under the program of biological experiments. The budget is $2.1 billion and is funded by the US Defence Threat Reduction Agency. The Scientific and Technical Center in Ukraine, an international organisation funded by the American authorities and whose staff have diplomatic immunity, has also become involved in this activity. This organisation is engaged in financing projects for the creation of weapons of mass destruction,” wrote Medvedchuk and Kuzmin.

Further, the people’s deputies point out that after the launch of biolaboratories in Ukraine there were outbreaks of infectious diseases.

“So, in Ternopol in 2009 there was a virus that caused hemorrhagic pneumonia. Its victims were 450 Ukrainians. In 2011, there was an outbreak of cholera in Ukraine – 33 people died. Three years later, cholera was diagnosed already 800 citizens, another year later more than 100 cases of cholera were recorded in Nikolaev.”

People’s deputies also gave such examples. In January 2016, 20 soldiers died from an influenza-like virus in Kharkov, and more than 200 were hospitalised. Two months later, 364 deaths were recorded in Ukraine. “The reason is swine flu of the same strain of influenza that led to the global pandemic in 2009,” say Medvedchuk and Kuzmin.

They further point out that in 2017 in Nikolaev there was an outbreak of hepatitis A. In the summer of the same year there were similar hotbeds of infection in Zaporozhye and Odessa, and in the autumn – in Kharkov.

“In 2010-2012 [i.e., already under Yanukovych – ed] the Ukrainian government initiated checks to see if the laboratories comply with all safety measures. As a result, a number of gross disorders were identified that could lead to the leakage of strains of dangerous infections. The fact of extract ventilation facing the premises of a kindergarten was even recorded,” it is said in the appeal of Medvedchuk and Kuzmin.

Then people’s deputies write that in 2013 President Viktor Yanukovych abandoned such cooperation with the United States. But already in 2014 Petro Poroshenko continued it. “It is likely that Yanukovych lost power with the active participation of the US government precisely because of his refusal to cooperate with the Pentagon,” suggest the deputies from “Opposition Platform – For Life”.

In conclusion, they point out, “It is possible that the secret and opaque activities of dangerous foreign objects on the territory of Ukraine have the task of testing the actions of viruses and bacteria on the bodies of Ukrainians”, and ask the leadership of Ukraine to understand this.

China and Russia Unite to Condemn 'Hazardous' American Laboratories in Former Soviet States

The governments in China, the U.S. and Russia have all been accused of spreading false COVID-19 information in an effort to deflect attention from their mishandling of the crisis. There have been more than 3 million confirmed infections worldwide to date and more than 218,000 deaths, according to Johns Hopkins University.

On Tuesday, Zakharova said that Russia "cannot rule out that the Americans use such reference laboratories in third countries to develop and modify various pathogenic agents, including in military purposes," according to the Tass news agency.

She singled out the Richard Lugar Center for Public Health Research in Tbilisi, Georgia, where the U.S. military has been working with local forces in recent years. Russia invaded Georgia in 2008 and fought a brief war against the country in support of the self-proclaimed republics of South Ossetia and Abkhazia.

Zakharova said: "According to recent reports, top-ranking Pentagon officials have recently visited it to offer the Georgian authorities to expand the range of research." She added: "Naturally, we cannot ignore the fact that the Americans are developing an infrastructure with hazardous biological potential in the direct proximity to the Russian borders."

The Russian government, its allies and certain media organizations have frequently complained about the Tbilisi facility, claiming, without proof, that staff there conduct dangerous bioweapon tests and use unwitting human subjects. The Lugar Center has been subject to international inspections and there is no evidence that the facility develops biological weapons.

"The Lugar Center was created to use state-of-the-art technology to help detect dangerous diseases before they turn into an outbreak," the spokesperson said. "The building was designed to meet U.S. and international standards for biosafety and biosecurity."

"The work being done at the Center is transparent, as evidenced by its collaborations not only with the United States, but also with international scientists from around the world, including those from the WHO, World Organization for Animal Health, World Bank, and European Union," the spokesperson said.

"As we have made clear on many occasions, the Lugar Center does not conduct any biological weapons research. Allegations to the contrary are entirely false."

The first place Putin seized was Crimea. There is a biolab in Crimea near the ports.
In one of the posts above there is a short list of locations in Ukraine that have biolabs.
Notice the attacks on the news... where is Russia attacking? Does it correspond with the list?
There are 33 biolabs in Ukraine.
3 in Kiev.

Russian Strikes Targeting US-Run Bio-Labs in Ukraine?

Is Russia’s “special military operation” actually a smokescreen to target US bio-labs in Ukraine?

Speculation on social media suggests Russian strikes on Ukrainian military installations could also include US bio-labs in the region, as the Russian government has for years accused the US of developing bio-weapons near its border.

The ulterior motive theory was put forth Thursday by Twitter user @WarClandestine, whose account was suspended soon thereafter. Fortunately, his thread was archived before the account was banned.

Evidently there are several US bio-labs in Ukraine under the auspices of the US State Department’s Biological Threat Reduction Program, an initiative where the US partners with other countries “to counter the threat of outbreaks (deliberate, accidental, or natural) of the world’s most dangerous infectious diseases.”

“The Biological Threat Reduction Program’s priorities in Ukraine are to consolidate and secure pathogens and toxins of security concern and to continue to ensure Ukraine can detect and report outbreaks caused by dangerous pathogens before they pose security or stability threats,” the Ukrainian US Embassy’s website states.

The program also led to the creation of two bio-labs in Kyiv and Odessa in 2019, areas that were recently attacked by Russia.


According to a map circulating online, US-backed bio-labs are also located in Vinnystia, Uzhgorod, Lviv, Kherson, Ternopil, and near Crimea and Luhansk.

Another map purports to show areas that were recently attacked by Russia, many of which are cities where US bio-labs are believed to operate.

Meanwhile, Russia for years has raised concerns over the prospect the US is developing biological weapons along its border, with Secretary of the Security Council of the Russian Federation Nikolai Patrushev claiming last year there were clear signs dangerous pathogens at the labs could be used for military, or political purposes.

“You pay attention to the fact that in the world, more and more new biological laboratories under the control of the United States are growing by leaps and bounds. Moreover, by a strange coincidence – mainly at the Russian and Chinese borders,” Patrushev said last July, adding it’s unknown what really takes place within the walls of the facilities.

“We are told that peaceful sanitation stations operate near our borders, but for some reason, they are more reminiscent of Fort Detrick in Maryland, where Americans have been working in the field of military biology for decades. By the way, we should pay attention to the fact that outbreaks of diseases that are not typical for these regions are recorded in the surrounding areas,” Patrushev said.

Asked if he believed the US was developing bioweapons at the labs, Patrushev said, “We have good reason to believe that this is the case.”

“Not a day goes by at the headquarters of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague that the Americans and their allies do not come forward with another chapter of the anti-Russian chemical dossier.”

As early as last October, China and Russia also jointly called on the UN to monitor the US’ possible development of bio-weapons, releasing a statement saying, “in light of rapid advances in the field of science and technology with dual-use capabilities, the risk of biological agents being used as weapons has increased.”

“In this context [China and Russia] would like to call for attention that the United States’ and its allies’ overseas military biological activities (over 200 US biological laboratories are deployed outside its national territory, which function in an opaque and non-transparent manner) cause serious concerns and questions among the international community over its compliance with the BWC,” the joint statement said.

“The two sides share the view that such activities pose serious risks for the national security of [Russia and China], and are detrimental to the security of relevant regions.”

Moreover, as @WarClandestine noted, the two nations have indirectly blamed the US for the Covid-19 outbreak, which seems to be the case as more evidence has emerged the NIH did in fact fund gain of function research at the Wuhan Institute of Virology where the virus is suspected to have originated.

According to @WarClandestine, Putin’s use of the broad term “special military operation” and his vows to demilitarize and “denazify” Ukraine could be intentionally vague to obscure his true intention of taking out US bio-labs.
