When in doubt, just read John 3:16.

To whom? ""THE WORLD".. and who is that?

What does the word all mean?
It means everyone......
But here is this SITUATION......... its this........ You have to go to Jesus, believing, to get what God has given to the world.
Christ on the Cross, is GIVEN.......to the 'world" but, there is a CONDITION to receiving what Christ has accomplished for you on the Cross.
You have to give God your FAITH in Christ.
"The work of God is that you BELIEVE in Jesus, whom God sent".
You have to go to the Cross, having recognized that you are a sinner and need to be saved.
And God will save you, if you go there, and give God your faith in Jesus The Lord.
Its in this recognition of yourself as a sinner, that you find faith in the SAVIOR....and when you believe in your heart, by FAITH, then God will deliver to you, His GRACE, which is forgiveness and eternal life.. and this is to become a SON or Daughter of GOD.......spiritually born again, as a "New Creation"..."in Christ"

Hebrews 1: 'He...by Himself...purged our sins'.In the sense that it is sufficient for all, yes. But in the sense that it is efficacious for all, no. In the latter, only for God's elect is it efficacious.

The general resurrection is a certainty, but some are resurrected to eternal life, and some to judgment. The resurrection is universal, but salvation and eternal life is not....This is for all people, they have been save from all those things just mentioned.
However they are not saved to the kingdom of heaven (heavenly Jerusalem) due to lack of faith or faithlessness, no desire to deal with God, hatred for God. They are all resurrected, and given a spiritual body according to God, just as believers. That good and pleasing, to some varying degree or another according to 1 Corinthians 15.
Short answer: NO. Unless you believe on the Lord Jesus you cannot be saved or have the blood of the Lamb applied to your soul. One must repent, believe, and receive Christ as Lord and Savior.Does Jesus Blood Cover Unbelievers Accounts?
