you're correct on the gifts, they have not stop, and here's why, you said it, listen to yourself, "
Charity never faileth: but whether there be prophecies, they shall fail; whether there be tongues, they shall cease; whether there be knowledge, it shall vanish away".
see these things may vanish from the person who don't believe. but as said "Charity never faileth" see that semicolon afterward, it seperates "charty from the rest of the verse. now lets see "CHARITY", see why the Gifts faileth NOT. scripture,

and have not charity, I am become as sounding brass, or a tinkling cymbal." (see "charity" there remember that, ok)

correct, this is by God design, not that he's the author of confusion, but to bring about the thirst for his word, for there is a famine in the Land.
