A man can certainly be saved apart from water baptism; however baptism in Jesus' Name is a more concrete confession of Jesus before men in which a man identifies with Jesus Christ in His death, burial, and resurrection.
In the days of the New Testament, people called on the name of the Lord at the time of baptism (see Acts of the Apostles 22:16).
Calling on the name of the Lord and confession of Jesus before men are essentially the same thing.
I think that a person can call on the name of the Lord without water being involved; but in that, what would be lacking is an identification with the death, burial, and resurrection of Christ.
