in previous 67 is said "he prophecied [through the Spirit]" ,
that means the "Lord God of Ishral" is God here ;

just like the prophets call Gods title 'the deity of [eden-] Ishral'

in all prophets appears the term "my people Ishral"
or otherwise named "my sacred ones" ,
and ment here is "the eden-people ishral" ,
or , the original beings He created for us - but from whom we [=our soul] got seperated"

so the prophecy here
is that the Spirit tells Zacharias that Christ came into this flesh
so thát our soul could be restored again in the beings [='my people Ishral'] whom God created originally

but not per this verse

it does say God visited his people and redeemed us
It is Christ who did so, therefore Christ is Divine
