No, not ALL... of the 70 weeks of Daniel 9 are about Messiah.
The final "one week" of Daniel 9:27, which is the 70th week, IS NOT ABOUT MESSIAH.
At the end of the 69th week per Daniel 9, Messiah was "cut off".
The 70 weeks are all about the
Messiah.

“Seventy weeks [of years, or 490 years] have been decreed for your people and for your holy city (Jerusalem),
to finish the transgression,
to make an end of sins,
to make atonement (reconciliation) for wickedness,
to bring in everlasting righteousness (right-standing with God),
to seal up vision and prophecy
and prophet, and
to anoint the Most Holy
Place.
25 So you are to know and understand that from the issuance of the command to restore and rebuild Jerusalem until
[the coming of] the Messiah (the Anointed One), the Prince, there will be seven weeks [of years] and sixty-two weeks [of years];
Only 1 sacrifice is in view and that is Messiah's in the
70th week
Jesus arrives AFTER 69 weeks to start his ministry of reconciliation.
So It is clear that 70 weeks are decreed for Messiah to complete this work in v24, by not only arriving after 69 weeks but to also complete the 70 weeks by atoning for sin etc through the shedding of his own blood and therefore establishing his blood of the New Cov...,
Heb 9
11 But when Christ appeared as a High Priest of the good things to come [that is, true spiritual worship],
He entered through the greater and more perfect tabernacle, not made with hands, that is to say, not a part of this [material] creation. 12 He went once for all into the Holy Place [the Holy of Holies of heaven, into the presence of God], and not through the blood of goats and calves,

the promised eternal inheritance, since a death has taken place [as the payment] which redeems them from the sins committed under the obsolete first covenant.
but now once for all at the consummation of the ages
He has appeared and been publicly manifested to put away sin by the sacrifice of Himself. 27 And just as it is appointed
and destined for all men to die once and after this [comes certain] judgment, 28 so Christ, having been offered once
and once for all to bear [as a burden] the sins of many, will appear a second time [when he returns to earth],
not to deal with sin, but to bring salvation to those who are eagerly
and confidently waiting for Him.
