Jesus spoke to Peter alone in Matt. 16:18-19 - but He was speaking to ALL of the Apostles in Matt. 18:18 and John 20:21-23.
And BECAUSE of the Authority He gave them in those verses - THEY had the Authority to pass it on to their successors.

Jesus NEVER said: "WHATEVER YOU BIND or LOOSE on earth will be bound and loosed in Heaven - but only for ONE generation."

There was NO expiration date on these promises.
