The Gospel of Jesus Christ requires that the lost obey certain requirements which are commandments in order to be saved:

Never in Jesus' gospel did God authorize faith as the only work that must be obeyed,
1John 3:23-24
And this is His commandment: that we should believe on the Name of His Son Jesus Christ and love one another, as He gave us commandment.
24 Now he who keeps His commandments abides in Him and He in him. And by this we know that He abides in us, by the Spirit whom He has given us.

This commandment is dependent on us. Not God. For Gods faithfulness is without question.
Therefore it is by our free moral will that we keep His commandments.

Without a free will these commandments are not choices. God must do all the work(miraculously be the cause for our obedience)this implies we have no control over our own actions.
Therefore if faith is given without us playing any part in choosing to believe.
The consequence of this is, God is 100% responsible for who believes and who does not.
This makes God guilty for all who do not come to faith in Christ.
Therefore man is not guilty for his sins of disobedience, God is guilty.

The Bible teaches it is upon every individual to choose, whether to obey God or live for self.
This is why the apostles preached the gospel to the lost. That the lost may know the truth and choose to obey or disobey God.
This removes any gulit from God. Mankind is responsible for being lost 100%.

The first Gospel of Jesus Christ was preached by Peter guided by the power of the Holy Spirit.

No one was accountable to Jesus Christ's new will and testament i.e. His new covenant, His gospel until the testator died. Only then must all be saved by obeying the commandments of Jesus in His new law,
James 1:25
But whoso looketh into the perfect law of liberty and continueth therein, he being not a forgetful hearer, but a DOER of the work, this man shall be blessed in his work.

The thief on the cross died under the old covenant law i.e. the law of Moses.
Therefore any example before Jesus' gospel came into force is not the example for how all are saved today.

Hebrews 9:16-17
For where there is a testament, there must also of necessity be the death of the testator.
For a testament is in force AFTER men are dead, since it has no power at all while the testator lives.

Thus the gospel we are all under to obey in these last days begins with the preaching of Peter in Acts chapter 2.

Was the gospel preached by Peter faith only? No,
Peter preached all had to do something to be saved,

Acts 2:36-37
Therefore let all the house of Israel know assuredly that God has made this Jesus whom you crucified, both Lord and Christ.
Now when they heard this, they were cut to the heart and said to Peter and the rest of the apostles, Men and brethren, what shall we do?

This reaction to Peter's gospel sermon is proof they are now believers in Jesus as their Messiah.

Does Peter teach: Now that you believe you have nothing to do, For you have recieved forgiveness of sins.
Next verse,

Then Peter said to them, Repent and let everyone of you be baptized in the name of Jesus Christ FOR THE FORGIVENESS OF SINS; and you shall receive the gift of the Holy Spirit. (Very Important Notice: These Jews were believers yet they had not recieved Holy Spirit baptism as the Sola fide and calvinist doctrines teach. Only after water baptism did they recieve the gift of the Holy Spirit).

Peter does not believe this modern day gospel of salvation by faith only.
Peter never preached it! Never heard of it. Never promoted it.

The Jews in the Old law were saved the same way,
Mark 1:4
John came baptizing in the wilderness and preaching a baptism of repentance FOR THE FORGIVENESS OF SINS.

Then all the land of Judea and all those from Jerusalem, went out to him and were all baptized by him in the Jordan river, confessing their sins.

We know Jesus shed His blood for what? For the forgiveness of sins.
Do we receive forgiveness of sins in faith alone? James 2:24.

Matthew 26:28
For this is My blood of the new covenant, which is shed for many FOR THE FORGIVENESS OF SINS.

When did the Jews who obeyed the gospel Peter preached to them in Acts 2 get the blood of Christ applied to them? At the moment of belief?

Acts 2:38
Repent and be baptized...FOR THE FORGIVENESS OF SINS
Matthew 26:28
Jesus shed His blood... FOR THE FORGIVENESS OF SINS

They all received the cleansing blood of Jesus Christ when they,
First believed the gospel, Mark 16:15-16 ; Acts 2:37, 1Corinthians 15:1-4
Repented, turned to God in obedience and put to death their sins, Acts 3:19 ; Acts 2:38
Was baptized into Christ where we contact the blood of Christ, Galatians 3:26-27 ; Acts 2:38 ; Matt, 26:28

Then after obeying Jesus' commandments they were given forgiveness of sins. And after believing repenting and water baptism then they recieve the gift of the Holy Spirit.

In baptism is where God works/operates on us to save us,
Colossians 2:12
Buried with Him in baptism, in which you also were raised with Him through faith in the WORKING OF GOD, who raised Him from the dead.

This proves that water baptism is not a work of man but an operation/work of Gods power in saving us with the power of the blood.

God authorized all of these commandments, therefore when we obey/work these commandments we are working the works of God, John 6:28-29; Acts 10:35

Works of man, Ephesians 2:8-9
Thus Jesus' gospel is the same throughout all His new testament,

Mark 16-15-16
And He said to them, Go into all the world and preach the GOSPEL to every creature.
He who believes and is baptized will be saved; but he who does not believe will be condemned
.

If not why not?

I agree. Knowing something will happen is not the same thing as making it happen. God has knowledge about everything that will occur, but He does not force us to obey his commandments.
