When James Comey was asked by the Senate Intelligence Committee about HRC's emails, etc... And he said there was no evidence of criminal intent on her part. And recommended against taking action against her.

There was a still in the news when that was current and JC was entering the SIC chamber wherein JC is looking at his phone. I wondered if he was checking to see if his off shore account had yet received her "donation" before he testified to that effect.
